    The thesis tests and describes the reliability of the FAA's Enhanced Traffic Management System, which uses various techniques to predict aircraft traffic congestion in the domestic air traffic system. This paper describes the accuracy of the system and predicting outcomes at the individual aircraft and aggregate levels. It also proposes how congestion might be defined for the purpose of calling "red alerts".

    The Department of Transportation (DOT) rates commercial airlines' on-time performance every month, but its ratings may unfairly penalize airlines that disproportionately fly into airports at which it is inherently more difficult to land in on-time.     United States airline deregulation is becoming a classic case study on the proper degree of government intervention in private industry. If people believe that deregulation ultimately brutalized air travelers, they will be less willing to accept greater limits on the public sector. It is therefore important that empirical research explore the effects of this policy change. With that point in mind, Professor Barnett and students Curtis, Goranson, and Patrick performed a detailed study of whether the hub-and-spoke route systems spawned by deregulation have, as several leading publications have suggested, created misery for millions of air travelers. Their findings might surprise you.
