Background environment texture not rendered in viewport or final render

Just add this simple Geometry node setup to your object, remembering that counting starts from 0, so if you have three materials, they will be presented on frame 0,1,2.

Using 8192 samples and denoising (0.05 threshold) and still get noisy/blotchy renders in the shadows

That can happen in a scene with too many light sources. Also, the default noise threshold for cycles is 0,01, you have lowered it. Try using the denoise node in the compositor.
