Background environment texture not rendered in viewport or final render

In my case, I had my Clip Start at 0.001, which prevented anything in the background from showing. After zooming out a bit, the environment texture reappeared.

Bad Viewport Performance on Good Machine

Your CPU is the problem; it is very outdated. The Blender viewport (Workbench) relies on single-core CPU performance, not GPU performance, unless it's for rendering with Cycles or Eevee.
