EEI President and CEO Dan R. Brouillette issued a statement following the package of final rules for power plants released today by EPA:   “EPA’s suite of new regulations will affect the generation sources that will be used to reliably power America’s increasingly electricity-dependent economy, and we appreciate the agency’s efforts to align compliance deadlines to help companies make informed resource planning decisions that minimize customer costs.   “While we appreciate and support EPA’s work to develop a clear, continued path for the transition to cleaner resources, we are disappointed that the agency did not address the concerns we raised about carbon capture and storage (CCS). In a recent update to EPA’s power plant rule released in late April, lawmakers in the U.S. House and Senate used the Congressional Review Act to introduce a resolution to overturn the rule. As a reminder, EPA is striving to aggressively limit greenhouse gas emissions from existing coal and new natural gas power plants. The new rule mandates inadequately demonstrated technology and unachievable emissions limits, and NRECA argues it also jeopardizes affordable, reliable electricity by forcing premature plant closures while making it harder to permit, site, and build critical new power plants. I'm urging the Massachusetts house and senate to support S.2106 to prevent third party suppliers from taking on new customers. In my former role I saw firsthand how these third-party suppliers price-gauge and employ predatory practices that hit low-income customers the hardest, which is why Governor Baker and I supported legislation to stop this industry from doing more damage to residential customers, just as now Governor Healey does. Choice is great, and customers can access choice through municipal aggregation programs in many communities across the Commonwealth with no scams involved. Green attributes are great, but this is not a sector driving renewables deployment to support progress on climate goals in MA, but largely packaging cheap energy credits from other states. The well-documented harms of third-party suppliers far outweigh the benefits and put customers across the Commonwealth at risk. https://lnkd.in/eh2XnYem Once again, the delta between aspirational goals and operational realities is being exposed. At a time when the Federal Energy Regulatory Commission, grid operators (including PJM Interconnection, Midcontinent Independent System Operator (MISO), ISO New England Inc., and Southwest Power Pool), and North American Electric Reliability Corporation (NERC) are all saying we already have a reliability problem, these proposed rules make it more difficult to ensure adequate amounts of generation can be retained and added to the system to ensure reliability. Further, the layering on of significant load growth for the first time in a generation that will require all the MW we have and more (aka energy expansion) is real; we are walking headlong into an otherwise avoidable reliability crisis. We at Electric Power Supply Association continue to support efforts to reduce emissions and believe market-based approaches are the best, most efficient, and cost-effective way to deliver that outcome. But arbitrary compliance timelines and amounts of reductions without consideration of the operational impacts and in the face of blaring warnings will raise costs for consumers and threaten reliability - and that's unacceptable for energy users of all kinds. #reliability #power #emissions #energy
