This document summarizes the findings of a study on developing innovative financing solutions for the deployment of ERTMS in Europe. Key points:
1) There is a large funding gap (€430 billion) for rail projects in Europe through 2030, far exceeding available funds (€24 billion) from the Connecting Europe Facility.
2) Grants from the CEF are insufficient to fully deploy ERTMS by 2030 as required. Innovative financing is needed to complement grants.
3) The study examined potential business models and financing schemes, including public-private partnerships, to attract private investment in ERTMS deployment across infrastructure and rolling stock.

The Battery Passport Content Guidance report provides requirements for the digital battery passport mandated by the EU Battery Regulation. It aims to help organizations prepare for implementation and advance sustainability and circularity of batteries. The passport will provide key static and dynamic data on batteries throughout their lifecycle to increase transparency, enable second use of batteries, and improve recycling.
Following the recent enactment of the long-awaited draft Law 2010-d into Law 514-VIII as of 4 June 2015 "On the Amendment of Certain Laws of Ukraine as Regards the Ensuring of Competitive Conditions for Energy Production from Alternative Sources", I've amended my presentation re bioenergy which was delivered in June 2015 during the EU Sustainable Energy Week. The presentation also accommodates some of our relevant credentials and accomplished projects for which we rendered legal support.

Identity Document with biometrics - a deployment - seafarers

The European Union’s regulation on Digital Identity, eIDAS, is currently being overhauled to adopt decentralized identity principles. The goal is to provide all citizens and residents across the EU with highly secure and privacy preserving digital wallets that can be used to manage various digital credentials, from eIDs to diplomas to payment instruments. Decentralized identity principles aim at giving freedom of choice and control to the end-user. Ensuring security and interoperability, however, will be challenging — especially in the enormous scale in terms of users and use cases the EU is aiming at. The choices made in eIDAS will have a huge impact on digital identity in the EU and beyond.
The so-called “Architecture and Reference Framework” (ARF) defines the technical underpinnings of eIDAS v2. Many experts from the member states and the Commission have been working on this framework over the last year, trying to select the best combination of technologies and standards out of the enormous number available in the market today. This talk will introduce the ARF and explain what architectural patterns and technical standards are adopted and how the challenges mentioned above are addressed in order to leverage on the vision of the eIDAS v2 regulation.

The assessment found that while Ukraine had the necessary legislative and institutional frameworks in place across areas like civil service, policymaking, and oversight, there were issues with implementation, coordination, and the absence of standards and accountability frameworks. SIGMA uses the Principles of Public Administration to monitor progress, with the goal of informing governments and the EU on reforms.

The pilot aims to illustrate how the mutual recognition between the EU and a 3rd
country of the QTSP and the QTSs they could be (technically) implemented under
Article 14 of eIDAS.
Before getting to the inclusion in the EC LOTL of such a pointer to the trusted list
of a 3rd country, the process of concluding an Art.14 MRA will include several
steps and potentially important piloting and negotiation phases.
