- "This beautiful district is lush with trees, from which these citizens supply our lumber and paper. The people of District 7 are hardworking and down-to-earth."
- —Description from The Hunger Games: Tribute Guide
District 7 is one of the thirteen districts of Panem. It provided lumber and paper to the Capitol.
History[]
Relationship with the Games[]
District 7 tributes seemed to have decent chances in the arena, as their industry involved the handling of potential weapons like axes.[1] They had the same stylist for 40 years, who always dressed the tributes as trees during the Tribute Parade.[2] However, in The Hunger Games film, the tributes in the 74th Hunger Games were dressed in elaborate paper costumes resembling origami.[3]
Aftermath of the 74th Hunger Games[]
By the time President Snow read out the Quarter Quell card for the 75th Hunger Games, there were rumors of uprisings in District 7 and District 11.[4]
75th Hunger Games[]
During the third Quarter Quell, the tributes from Districts 3, 4, 6, 7, 8, and 11 were all involved in a rebel plan to protect Katniss Everdeen and break out of the 75th Hunger Games arena. Soon after the plan was enacted, communications went down in Districts 7, 10, and 12.[5]
Second Rebellion[]
One evening, the Capitol aired a live propo of Peeta Mellark, who was made to recount war damage allegedly perpetrated by rebels. This included a broken dam in District 7,[6] which may have inspired the District 5 dam scene from The Hunger Games: Mockingjay - Part 1.[7]

Also in Mockingjay - Part 1, a crew of loggers in District 7 was escorted to their shift by a group of armed Peacekeepers. Someone hummed Rue's four-note song, and the loggers ran off and scaled the trees. Though many of their number were shot and killed, a man quoted Katniss's District 8 propo— "If we burn, you burn with us!"— and the rebels used a remote control to detonate land mines buried below, killing the Peacekeepers.[7]
All but one of its victors were killed during the war and the Victors' Purge. The only survivor was Johanna Mason.[8]
Culture[]
Nothing is mentioned about the typical lives of citizens. However, Katniss noted Johanna's skill with axes, and she mused that Johanna had probably been handling them since she was a toddler. If that is the case, it seems that citizens from District 7 began working in their district's lumber industry at an early age.[1] Both Lamina[9] and Treech also handled axes during the 10th Hunger Games,[10] appearing to support Katniss's theory.
The Creeds, a prominent family in the Capitol, made their fortune in District 7 timber.[11] The extent of their influence and connections in the district is unknown.
Known tributes[]
Johanna Mason, a tribute in the 71st and 75th Hunger Games.
- Lamina - Female tribute in the 10th Hunger Games. Fell to her death after being attacked by Coral, Mizzen, and Tanner. Placed 10th.[10] In the film, she was speared in the chest with a trident by Coral, placing 9th.[13]
- District 7 female (74th HG) - Died in the Cornucopia bloodbath.[14]
- District 7 male (74th HG) - Died in the bloodbath.[14]
- Johanna Mason - Victor of the 71st Hunger Games,[15] and tribute and survivor of the 75th Hunger Games. After the war, she was the district's last surviving victor.[8]
- Blight - Victor of an unknown Games and tribute in the 75th. Died on the second day after running into a force field, placing 16th.[16]
Location and geography[]

According to the map of Panem featured in The Hunger Games Adventures, District 7 is located in the Pacific Northwest, also known as Cascadia. Its territory primarily covers the Canadian provinces of British Columbia, Alberta, and Saskatchewan, as well as the U.S. states of Montana and Washington. According to this map, it is one of the few districts primarily located outside the contiguous United States, alongside District 13 and District 10. It borders District 4 (to the southwest), District 1 (to the south and southeast), and District 9 (to the east).
On her way to the Capitol for the 74th Hunger Games, Katniss looked out the train window and saw the lights of another district, which she thought might be District 7 or 10. Assuming that Katniss knew roughly where the other districts were located, this would mean that contrary to the map, District 7 was somewhere between District 12 in Appalachia and the Capitol in the Rocky Mountains.[17] There was also a dam in the district that the rebels allegedly destroyed during the Second Rebellion.[6]
Trivia[]
- District 7 presumably had at least one female victor prior to Johanna, since Katniss specified that Johanna was the district's only "living" female victor when the 75th Hunger Games took place.[18]
- According to the Capitol.PN, District 7 has 115 mills in operation with a population of 26,354 people, making it the eighth largest district in terms of population.[citation needed]
- According to the Capitol.PN, District 7 claims 63,125 in tesserae, making it the sixth richest district.[citation needed]
- If the population is 26,354 and they claim 63,125 tesserae, it would equal to 2.395 tesserae per person, making it the 8th richest district.
- Based on the arena wear for the 74th Hunger Games, the district's color seems to be ironstone brown (#7c5242 – ).[19]
