Bloomfield Hills, MI, UPDATE September 28,2010 - According to Congressional sources, Boeing C-17 Funding is not included in the first markup of the 2011 Defense Authorization Bill which failed to make it to the floor subsequent to partisan objections to its content. At this juncture, it will in all likelihood not come up for final approval until January 3, 2011.
It is our understanding that aerospace competitors to Boeing - Lockheed-Martin and Airbus/EAD - in conjunction with several policy makers (who, by their inexplicable and irresponsible efforts to kill the operationally superior and provably cost effective C-17 Globemaster III, have ostensibly been compromised) have been, and continue to be, behind the full range of activities within government, industry and media to terminate C-17 production.
It’s not difficult to understand why: With C-17 out of the way, Lockheed-Martin will reap up to USD15 billion in C-5 - an arguably mission obsolete airlifter with a long history of reliability problems that continue to this day - modernization revenues, and up to 5 billion in C-130J orders both from the US AirForce and NATO/de facto NATO allies; Airbus/EADS will have an open door to attempt the placement of 200 overweight (12 tons at moment giving it essentially the same approx. 25 ton load capacity of C-130J) overcost (current acquisition costs may exceed that of a new C-17, prompting South Africa to withdraw its order) yet-to-be-operational A-400M - an order valued at up to 40 billion based on current projected acquisition costs, and renewed confidence and vigor to pursue 35-40 billion (100 billion over life of program) US AirForce KC-X aerial tanker replacement program.
The strategy in place is structured not only to wrest airlifter and tanker program participation from Boeing, but to set the stage for the company’s rapid elimination from existence. Thus, leaving the military and commercial aircraft sector to Lockheed-Martin and Airbu/EADS and an increasingly unstable geo-political landscape (within which the duality of asymmetric/conventional war scenarios is a constant) while simultaneously bereft of Boeing profound technological and production capacity should its enemies succeed.
This must be called what it inarguably is: An issue of national security demanding response designed to ensure continuance of Boeing, a core element of the US defense industrial base.

CBO projects that the costs of replacing aircraft in the current fleet would average about $12 billion from 2020 to 2050. However, purchases over that period would go through several different phases and experience year-to-year variations similar to those observed in the 2000s and 2010s.

Availability rates of other DoN aircraft also declined, but not as steeply, and the
decline started later.
Could the observed decline in availability rates be a measurement issue? In other
words, have availability standards become more stringent?
Why did Super Hornet availability fall so much comparatively early in the fleet’s life?
The Super Hornet fleet is 14 years younger than the F/A-18C/D fleet, on average.

When asked about the lower availability of Super Hornets, the Navy noted many
contributing factors, including the greater levels of galvanic corrosion arising from
the greater use of composite metals in Super Hornets.
Another potential factor contributing to the difference in availability is the
possibility that funding for maintenance was greater during the period when the
F/A-18C/Ds were in their early years than it was during the early years of Super
Hornets. Funding differences prompt a consideration of the extent to which
declining availability is a function of the vicissitudes of funding choices.

DECKPLATE records the actual number of hours in a month that a specific
aircraft was coded as being available, based on details of maintenance tasks
performed on the aircraft.
AMSRR provides a daily projection of whether an aircraft will be able to perform
missions that day. The aircraft’s availability is not reduced for overnight
maintenance if no operations at night are planned.
DECKPLATE data go back to 1990, but monthly AMSRR data on Super Hornets
start in March 2017. Thus, we lack the ability to do longer-run analyses with
AMSRR.

That Counterintuitive Finding Is Explained by a More Even Distribution
of Flying Hours Across the Super Hornet Fleet in Recent Years

Our analysis, requested by the House Armed Services Committee, shows that
availability of Super Hornets, as measured using data from DECKPLATE, has
degraded more quickly than availability of F/A-18C/Ds.
In recent years, the Navy has increased procedures to combat corrosion as part of
depot-level maintenance of Super Hornets.
Some data indicate recent improvements in Super Hornet availability. Specifically,
the Navy’s AMSRR system seems to measure availability more usefully than
