Dear Friends, Since I last wrote to you, the Supreme Court made two rulings that fundamentally reshape the presidency and reshape the administrative state. The Supreme Court shredded the American principle that no one is above the law by declaring that former presidents are immune from criminal prosecution for their official actions. In 1776, America waged a bloody revolution to reject a king. Now, as Justice Sotomayor stated in her opinion, “In every use of official power, the President is now a king above the law.” This decision is antithetical to our history and our Constitution which provided not for a king, but a president subject to the checks and balances from the other two branches of government. In a separate decision, the Supreme Court overturned the Chevron doctrine. For 40 years it has been widely understood and accepted legal precedent of deferring to science and expertise in interpreting laws intended to protect our health and safety in the federal government. Chevron is one of the most widely cited Supreme Court decisions, and its reversal will create chaos and uncertainty by reopening settled legal questions on regulations across the federal government. By striking Chevron down, the Supreme Court has emasculated the scientific experts within federal agencies and has instead empowered unelected, right-wing judges to overturn decades of precedent and impose their own preferences. If this decision continues to stand, we face a bleak future where conservative anti-regulation special interests, like those who brought the case that led to Chevron’s end, are able to successfully challenge technical federal policies such as those limiting air pollution, ensuring the safety and efficacy of drugs, and protecting the American people from nuclear accidents. The American people should have confidence in the judgment and independence of the Court, but its recent decisions have eroded that trust and so damaged our nation’s commitment to equal justice under the law.

Dear Friends, Next week our country will turn 248 years old and we’ll celebrate the holiday with parades and BBQs with family and friends. The 4th of July is a day to remember who we are as a nation, an independent republic not beholden to a monarch or a dictator. On July 4, 1776, our founding fathers declared that the thirteen colonies would no longer be subordinate to the King of Great Britain and established the United States of America, with liberty and justice for all. Today, many of our liberties are being threatened or limited. One of the most egregious examples is the continuing attack on women’s rights by the Supreme Court. In my lifetime, I’ve never seen a Supreme Court so partisan and untrusted. The approval ratings for the highest Court are at its lowest level at 39 percent. I think some justices have brought this disapproval onto themselves with their relentless assault on reproductive freedom and unethical behavior accepting lavish gifts and displaying political symbols. Ever since the Court overturned Roe v. Wade two years ago, the consequences for women and families have been devastating. Twenty-one states have passed abortion bans denying women lifesaving health care. As the high court is concluding its current term, I'm relieved that they denied a request by the state of Idaho to deny women access to emergency abortion care when their health is at risk. Earlier in the month, the Court upheld women’s access to the mifepristone abortion pill and resisted a dangerous attempt to undermine FDA’s authority to approve drugs. These are temporary wins for women and families, but it’s clear there will be more rulings on women’s reproductive freedoms. I’ve spent my entire time in public office fighting for the equality of women and girls and I will continue to do everything I can to restore women’s freedom to control their own bodies.

Dear Friends, It’s hard to imagine a better way to start a week in Washington than to listen to Ken Burns at the Library of Congress. Along with millions of Americans, I revere Ken Burns as a great documentary filmmaker, storyteller, and historian. For half a century, Burns has told us who we are through a lens that only he can capture. From The Civil War, Prohibition, Baseball, Jazz, The National Parks: America’s Best Idea, Thomas Jefferson, Lewis and Clark, and dozens of other films, Ken Burns has shaped the way we view history and ourselves. He spoke at the Congressional Dialogue Dinner at the Library of Congress, a spectacular setting where Members of Congress have an opportunity to listen to leading scholars and intellectuals of our time. The rest of the week was less inspiring. House Republicans brought to the floor a baseless resolution to hold Attorney General Merrick Garland in contempt of Congress, and included poisonous amendments that derailed the highly important National Defense Authorization Act.

Dear Friends, I returned to Washington D.C. after Memorial Day week in our district reflecting on the sacrifices our brave men and women in uniform have made to defend our freedoms and our democracy. On June 6th we commemorated the 80th anniversary of D Day, the liberation of France and Western Europe from Nazi Germany in World War II. I was part of the Congressional Delegation that traveled to Normandy five years ago for the 75th anniversary and stood in the Normandy American Cemetery among the 9,400 graves of American and allied soldiers and the 1,600 names on the Walls of the Missing. The sea of white crosses and stars of David are etched in my memory for the rest of my life. In many places, an American father and son are laid to rest side by side, and there are places where a father rests with a son on each side of him. Every single one of these soldiers gave their lives for our freedom. In stark contrast to these commemorations of our service members, House Republicans this week brought to the Floor a funding bill that will shortchange and harm our veterans.

Dear Friends, As we prepare for Memorial Day, we should remember the significance of this solemn holiday. We honor the men and women who made the ultimate sacrifice serving in the U.S. military because they defended our freedoms and democracy. Commemoration of Memorial Day, originally known as Decoration Day, began in the mid-19th century to honor the Union soldiers who lost their lives during the Civil War. During World War I, it evolved as Memorial Day to commemorate Americans who died in all wars. It’s fitting that this week President Biden redoubled his dedication to our nation’s veterans. He announced that the VA has approved the one millionth claim under the PACT Act, landmark legislation that provides healthcare and disability compensation to veterans exposed to toxic substances while serving our country. I’m immensely proud to have voted for this law which is the largest expansion in veterans benefits in more than three decades. When our country sends the brave women and men of the U.S. Armed Forces into harm’s way, it is our collective responsibility to provide them with the health services, opportunities, and care they’ve earned. The PACT Act strengthens this sacred promise.

Dear Friends, I’m proud to tell you that two of my bills passed the House this week as part of a telecommunications package. My bills, the Understanding Cybersecurity of Mobile Networks Act and the American Cybersecurity Literacy Act, protect the U.S. government and the public from cyberattacks and data breaches. The bills require the study of cybersecurity vulnerabilities of our 2G, 3G, and 4G networks and the creation of a public education campaign about how we can protect ourselves from common cybersecurity risks. Onward to the Senate!

Dear Friends, This week I voted to stop Representative Marjorie Taylor Greene (R-GA) from plunging the House into chaos, as did the majority of Democrats. Representative Greene attempted to oust House Speaker Mike Johnson and failed. Within minutes of the filing of her Motion to Remove the Speaker, the House voted to table it. This was a critically important vote to reject chaos and hopefully turn to doing the work we have the responsibility to carry out. Over the past year, House Democrats have helped the Republicans more than ten times to pass high-stakes legislation, including preventing the nation from defaulting on our debts, avoiding multiple government shutdowns, and providing aid to Ukraine. I believe my job is to 'get the job done’ and that includes rising above partisan politics to solve our nation’s problems.

Dear Friends, This week was a week of sadness and a time of joy. After a productive week of work at home in our District, I returned to Washington, D.C. where the House of Representatives mourned the recent death of Rep. Donald M. Payne Jr. (D-NJ). I served six terms with him and knew him to be a hard-working and honorable public servant who championed many important causes, including improving treatment for Type 1 Diabetes, which he suffered from, increasing screening and treatment for cancer, and ensuring schools have clean drinking water. I will miss my friend and colleague and my prayers are with his wife Beatrice, his triplet children Donald III, Jack, and Yvonne, and the entire Payne family. I ended the week on a high. My dear friend Speaker Emerita Nancy Pelosi received the nation’s highest civilian honor from President Biden, the Presidential Medal of Freedom. Along with 18 other recipients, she was recognized for “consistently demonstrating the power of community, hard work and service,” as the President said. With her 36 years in Congress representing San Francisco, 20 years of them leading the House Democrats, Nancy Pelosi will be remembered by history and her colleagues as the greatest Speaker of the House. A tireless champion of freedom, equality, and human rights, she personifies the essence of this honor.

Dear Friends, My apologies for getting this newsletter to you a day late. It’s because the House of Representatives held a special Saturday session to take up national security and foreign aid bills. The three bills that passed the House today fulfill requests made by President Biden last fall and include support for Ukraine in their fight against Putin’s aggression, aid to Israel after the attacks of Iran and its proxies, and aid to Taiwan facing the threat of a Chinese invasion. Very importantly, the legislation provides billions of dollars in lifesaving aid to respond to the humanitarian crises in Gaza, Ukraine, Armenia, Sudan, and elsewhere and billions of dollars to replenish depleted U.S. stockpiles of military equipment transferred to Ukraine over the past two years.

Dear Friends, This week the House of Representatives finally funded the federal government through September 2024, ending the almost six months of agonizing about whether there would be a government shutdown. The $1.2 trillion dollar package funds the remaining Departments: Defense, Treasury, Homeland Security, Labor, Health and Human Services, Education, and State. The legislation also provides funding for another community project in our District, the Upper Atherton Channel Flood Mitigation Project. I secured nearly $1.4 million to reduce flooding near Las Lomitas Elementary School. I’m so pleased to have secured over $15 million for 14 projects requested by cities in our District for affordable housing, road and infrastructure improvements, and community services. The funding bill includes many of my priorities, including a $300 million increase for the National Institutes of Health, with most of the increase going towards research into cancer and Alzheimer’s disease, and a $1 billion increase in funding for childcare and Head Start. The bill also includes a $3.2 billion increase for U.S. Customs and Border Protection to help secure our country’s southern border and hire new Border Patrol Agents. My Republican colleagues advanced provisions that would have restricted abortion access and LGBTQ rights, but the Democrats successfully blocked these partisan policies from being in the final law. The legislation passed with 134 votes against and 286 for, with Democrats carrying the day by providing the majority of the votes for passage. After the votes were cast, Republicans threatened to oust Speaker Mike Johnson and filed a resolution calling for his removal.

Dear Friends, March is National Women’s History Month, a special time when we recognize the outstanding contributions of women in science, government, academia, business, and the arts. We also assess the public policy arena to measure our success in advancing public policies that help women in their day-to-day lives: reproductive freedom, equal pay, and equal opportunity. March 12th is Equal Pay Day, the day in the year when women catch up to men’s salary. It’s shameful that women today make 78 cents for every dollar a man makes, which is over $11,000 less per year. It’s even worse for women of color. It’s past time for us to finally close this pay gap that hurts families across the country. Supporting women and families is at the core of President Biden’s budget proposal that he released earlier this week. The budget makes permanent the child tax credit that lifted half of all children out of poverty during the pandemic and it makes childcare more affordable. It lowers health care and housing costs for hardworking families, protects and strengthens Social Security and Medicare, and invests in the American people. The proposal reflects the President’s vision to give all Americans a fair shot and leave no one behind. At the same time, it reduces the deficit by $3 trillion over the next decade by cutting wasteful spending, cracks down on corporate tax cheats that avoid paying their fair share, and requires billionaires to pay at least 25% income in taxes.

Dear Friends, The entire House of Representatives had to return to D.C. to vote on Wednesday night and part of Thursday. I flew home on Thursday afternoon after the rest of the week’s legislative session was abruptly cancelled. Despite this chaos, the bipartisan leadership in the House and Senate announced an agreement on six of the twelve bills needed to fund the government for the remainder of the fiscal year and Congress passed a short-term extension of government funding to avoid a partial government shutdown this weekend. This extension gives Congress additional time to vote on funding legislation next week. The agreement is consistent with the commitment made by President Biden and then-Speaker McCarthy last year to keep overall government spending levels flat and avoid harmful cuts to critical programs. The House Leadership must continue to negotiate funding legislation for the remaining government agencies which must be passed by March 22nd.

Dear Friends, This week the Senate passed comprehensive national security legislation with a strong bipartisan vote. Their bill ensures that the Ukrainian people can continue to fight Vladimir Putin to save their democracy. It also enables Israel to protect its citizens against terrorism, surges humanitarian assistance to Palestinian civilians in Gaza, and protects our national security interests in the Indo-Pacific region. Sadly, the legislation did not contain the bipartisan border security provisions after Senate Republicans decided to vote against them at the behest of Donald Trump, despite previously demanding that our southern border be addressed. In the House, Speaker Mike Johnson is dithering, saying that he will not take up national security funding, siding with Russia and China over America’s allies and endangering our national security. Speaker Johnson and the Republican majority ended the week early with no vote on our national security legislation and no progress on our nation’s budget. Because the House won’t be in session again until February 28th, the threat of a federal government shutdown looms because of a lack of funding.

Dear Friends, This week nearly every substantive vote brought before the House failed, including a baseless resolution to impeach Homeland Security Secretary Alejandro Mayorkas. This wholly partisan impeachment attempt is without basis in the law and fails to articulate any charge that might meet the Constitutional standard of “Treason, Bribery, or other high Crimes and Misdemeanors.” Republicans charged Secretary Mayorkas with “refusal to comply with the law” and “breach of the public trust,” but these vague and unprecedented charges amount to policy disputes with the Biden Administration and are not legitimate grounds for impeachment. I joined the majority of the House in voting no. The vote failed by 216 nays to 214 ayes. The House should turn its attention to passing the bipartisan legislation to address the crisis at the southern border of our country.

Dear Friends, I write to you this week with some good news from the House of Representatives. On Wednesday, the House passed the Tax Relief for American Families and Workers Act with a strong bipartisan vote of 357 ayes to 70 nays. Despite being in the minority in the House, Democrats were able to secure several priorities to deliver important tax relief for working families. In 2021, Congress passed the American Rescue Plan Act which temporarily increased the Child Tax Credit, providing monthly payments of up to $300 per child for six months. That year, child poverty in our country dropped by nearly half, and 86,500 children in our Congressional District benefited from the law. Democrats have worked hard to restore the Child Tax Credit and reinstate monthly payments, and while the legislation that passed this week does not include everything I wanted, it will support working families by allowing parents with little to no tax liability to claim an additional $200 per child in refundable tax credits this year when they file their taxes. This change to the Child Tax Credit will lift 400,000 children out of poverty and benefit 16,000 families in our Congressional District.

Dear Friends, Thank goodness ... Congress just averted another damaging government shutdown by passing a bipartisan short-term spending bill that allows us to limp along for an additional 40 days. This stopgap approach does not achieve any of the urgent work Congress needs to get done. We still don’t have a budget. We still don’t have aid for Ukraine, Taiwan, or Israel. We still haven’t addressed the situation at the U.S.- Mexico border. Last year was one of the least productive legislative years in our nation’s history with only 27 bills signed into law … a total do-nothing Congress (although I had three bills pass the House). It’s my hope that the Majority won’t repeat their incompetence this year. The American people deserve so much better.

Dear Friends, Happy New Year! I hope you had a wonderful holiday season and a good start to 2024. I loved my time at home for Christmas with my family, and have been so touched by the outpouring of constituent letters and messages sent to me about my retirement. I am unendingly grateful for your thoughtfulness, for your many generosities, and your heartfelt sentiments. Now that Congress is back in session, there’s an urgency to pass spending bills to avert a government shutdown yet again. We’re facing two immediate deadlines: One on January 19th and the other on February 2nd. Last weekend, Speaker Mike Johnson (R-LA) and Senate Majority Leader Chuck Schumer (D-NY) reached a bipartisan agreement to keep total spending roughly equal to current levels, clearing the way for Congress to act over the next few weeks to maintain government funding and avoid a shutdown. My hope is that the House Republican leadership will work with Democrats to quickly draft a bipartisan budget and avoid a costly, disruptive, and damaging shutdown.

Dear Friends, The holidays are a time for celebration, gratitude and reflection. I hope you will be able to be with the people you love and focus on your blessings. As I come home for Christmas, I’m looking forward to being with my family and planning for 2024, my last year in Congress. Sadly, 2023 has been one of the most unproductive years for Congress in the history of our country, with much of the critical work remaining undone. Congress hasn’t passed a budget or provided the desperately needed aid to our allies in Ukraine, Israel, and Taiwan. Only 22 bills have become law -- the lowest number since the Great Depression, and for the first time ever, a Speaker of the House was ousted by his own party, and three Members were censured, the highest number since 1870. Despite this inability of the majority to govern, I pledge to continue to work with anyone who is willing to pass important bipartisan legislation for the American people. Of the 31 bills I introduced this year, 17 were bipartisan and three have passed the House.

Dear Friends, I spent most of my week in a 12-hour Energy and Commerce Committee meeting where we marked up and voted on 44 bills, the vast majority of which were bipartisan. Over half of the bills strengthened the Medicare program by improving physician reimbursements and lowering prescription drug costs by reforming the practices of Pharmacy Benefit Managers, the middlemen who profit by taking advantage of our complex drug supply chain. We also unanimously passed the National Plan to End Parkinson’s, which is the first-ever legislation focused on curing and preventing Parkinson’s disease and ensuring quality care for those living with it. This bill holds personal importance for each Member on the Committee because we all know someone affected by this terrible disease, including our colleague Rep. Jennifer Wexton (D-VA) who has been tragically diagnosed with Progressive Supra-nuclear Palsy – a kind of “Parkinson’s on steroids,” and who we see physically declining daily.

Dear Friends, I begin this newsletter by thanking you from the bottom of my heart for all your wonderful messages to me in response to my announcement that I will not seek reelection after finishing my current term in the House of Representatives. I’m overwhelmed by your heartfelt and beautiful words expressed in person, and in phone calls, letters, emails and social media. Representing you for three decades has been the highest honor and privilege of my life. Because there are many Members retiring, the media assumes I’m retiring because of the chaos in Congress. Not so. I’ve never run away from anything and I’m not running away from Congress. I simply believe it’s time. You have placed your trust in me for over three decades and I’ve given my all in representing you. I’m so proud of what I’ve been able to accomplish on your behalf... 66 of my bills signed into law by five presidents. I promise that I will continue my work over the next year with vigor and unswerving commitment.

Weekly Report Friday 31 March 2023 Dear Friends, This week our country endured yet another tragedy. Six people, including three precious 9-year-olds, were killed in Nashville in a horrific shooting at their elementary school. Gun violence is now the leading cause of death for our nation’s children. I pray there will be a collective examination of conscience by every Member of Congress because each one has a responsibility to address these tragedies.

Weekly Report Friday 24 March 2023 Dear Friends, As you are all no doubt aware, on Friday, March 10th Silicon Valley Bank (SVB) collapsed. It is the second largest bank failure in U.S. history. Weekly Report January 13, 2023 Dear Friends, This week President Biden immediately approved California's request for an emergency declaration for the severe winter storms hammering our communities. The declaration will help expedite federal resources to respond to the storm and aid in a speedy recovery by authorizing the Federal Emergency Management Agency (FEMA) to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.

The CZU Lightning Complex fire continues to burn in many communities in our Congressional District. As I write to you, it is now Day 12 of the fires in San Mateo and Santa Cruz Counties, 83,133 acres have burned, forcing the evacuations of 74,000, with more than 40,000 still evacuated, 575 homes have been lost, and 10,207 structures are threatened.

It was a historic week in Washington as the Senate voted to acquit President Trump on two articles of impeachment. Every Democratic senator supported removal from office. Senator Mitt Romney (R-UT) voted to convict the President for abuse of power, and all other Republican senators voted to acquit the President. In my view, it was not a fair trial.

A variety of statistics have been used to analyze California's drought, but perhaps the most jaw dropping number reported in recent weeks comes from the non-partisan Public Policy Institute of California. According to their estimates, more water was used to grow almonds in 2013 than was used by all homes and businesses in San Francisco and Los Angeles combined.

House Student App Challenge

I'm pleased to announce the first annual congressional science, technology, engineering and math (STEM) academic competition. TheHouse Student App Challenge in the 18th Congressional District is designed to engage the creativity of students and encourage their participation in STEM education fields. Established by the U.S. House of Representatives in 2013, this competition is a nationwide event that invites students from across the country to compete by creating and exhibiting their software application, or "app," for mobile, tablet, or computer devices on a platform of their choice.

Compromise in Congress

This week, the U.S. House of Representatives and the U.S. Senate passed legislation by bipartisan votes to fund the government through September 30, 2014. This is a hopeful sign because it represents a break from the recent past of a dysfunctional Congress, lurching from one manufactured crisis to another. As you know all too well, the rampant dysfunction culminated in a 16-day government shutdown in October of last year, taking an estimated $24 billion out of the U.S. economy.

My Vote on the Bipartisan Budget Act

Today, I voted for and the House passed a bipartisan budget bill which will fund the government through September 30, 2015, lifting some of the harmful sequester cuts and importantly, avoiding another government shutdown. The deepest flaw in the bill is that it does not extend benefits for the long-term unemployed. This is harsh and harmful.
