FEMA Disaster Recovery Center and Mobile Registration Intake Centers Now Open in Santa Clara County

Santa Clara County is now approved for Individual Assistance for the storms Dec. 27-Jan 31. Applicants who are applying for Santa Clara County, CA for DR 4683 can continue to register for disaster assistance until July 25, 2023 by calling (800) 621-3362, 24 hours a day, Sun-Sat.  Public Assistance was approved for Santa Clara County for the storms since February 21st.  The application period ended on 5/16/23 for all other counties in this disaster.

San Mateo County announced that Mobile Registration Intake Centers will open in Pescadero, La Honda, and Half Moon Bay to help coastside residents affected by recent storms learn about available assistance from local, state and federal agencies. A Disaster Recovery Center will also open in San Mateo next week and remain open until February 23rd.   The deadline to apply for FEMA disaster assistance is March 16, 2023.

Hours:            February 8: 8 a.m. to 5 p.m.

The Major Disaster Declaration for the State of California (FEMA-4683-DR-CA) has been amended; Alameda, Contra Costa, and Mendocino Counties for Individual Assistance. Ventura County for Individual Assistance (already designated for Public Assistance). Alameda, Butte, Colusa, Fresno, Glenn, Humboldt, Los Angeles, Marin, Mendocino, Placer, Santa Clara, Siskiyou, Sonoma, Trinity, and Yolo Counties for Public Assistance. Calaveras and San Joaquin Counties forPublic Assistance (already designated for Individual Assistance). San Luis Obispo County for permanent work [Categories C-G] (already designated for Individual Assistance and assistance for debris removal and emergency protective measures [Categories A and B], including direct federal assistance, under the Public Assistance program).

San Mateo County has been added to the major disaster declaration for California’s severe storms and flooding, meaning residents who had damage or losses from the storms that began Dec. 27, 2022, may now apply for FEMA disaster assistance.


The declaration allows FEMA to provide direct support to individuals and households in nine counties: Calaveras, Merced, Monterey, Sacramento, San Joaquin, San Luis Obispo, San Mateo, Santa Barbara and Santa Cruz.

Homeowners and renters who had damage or losses as a direct result of the storms are encouraged to apply for FEMA assistance by the March 16, 2023, deadline. Disaster assistance may include grants to help pay for temporary housing and essential home repairs as well as other serious disaster-related needs such as medical and dental expenses, transportation, childcare, and moving and storage expenses.


If you have insurance, first file a claim with your insurance provider. FEMA provides assistance to applicants for your uninsured or underinsured disaster-caused expenses and serious needs.


There are several ways that you can apply for FEMA assistance under the Individual Assistance program:

  • Visit DisasterAssistance.gov
  • Download the FEMA mobile app
  • Call the FEMA Helpline at 800-621-3362. Help is available in many languages. If you use video relay service (VRS), captioned telephone service or others, give FEMA the number for that service. Helpline operators speak many languages and lines are open from 7 a.m. to 11 p.m. daily. Press 2 for Spanish. Press 3 for an interpreter who speaks your language.

  • You can also visit a Disaster Recovery Center and meet with FEMA staff and representatives of other federal and state agencies who can provide information about disaster assistance. To find a recovery center near you, visit DRC Locator (fema.gov).

In early January, President Biden approved California’s request for an emergency declaration for the severe winter storms hammering our communities. The declaration will help expedite federal resources to respond to the storm and aid in a speedy recovery by authorizing the Federal Emergency Management Agency (FEMA) to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. 

Recovery Assistance and Information from Federal Agencies:

Federal Emergency Management Agency (FEMA): After a Federally Declared Disaster your first point of contact is (FEMA) (800) 621-FEMA (3362) TTY: (800) 462-7585. Visit https://www.disasterassistance.gov/to determine eligibility.

The U.S. Small Business Administration (SBA)’s Economic Injury Disaster Loans: Includes working capital loans to help small business, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period. Santa Clara and San Mateo Counties are eligible for Economic Injury Disaster Loans because they are contiguous to Santa Cruz County. See fact sheet here.

Internal Revenue Service:  The IRS announced an extended tax filing deadline for California storm victims. Residents of areas affected by the natural disaster will now have until May 15, 2023, to file tax returns and make tax payments. The announcement with details can be found here.

U.S. Citizenship and Immigration Services (USCIS):  The USCIS offers services that may help people affected by unforeseen circumstances such as natural disasters in the United States and abroad. Visit the USCIS Special Situations page or call 800-375-5283 for more information about how you can obtain assistance if affected by extreme situations and unforeseen circumstances.
