Why is the solution of ammonium bifluoride more acidic than aqueous ammonium fluoride?

Can $\ce{HF}$ vapors be released from $\ce{NH4F}$ solution in water $(w(\ce{NH4F}) = 40\,\%)$ at room temperature?
