    The EU & Ukraine held yesterday the third Cyber Dialogue in Brussels. Amid the continues Russian aggression against Ukraine & Ukraine’s start of accession talks to the EU, both parties agreed to further deepen cooperation on cyber security. During the dialogue, the EU and Ukraine underlined their strong commitment to the UN framework of responsible state behaviour in cyberspace, grounded in the application of international law and norms of responsible state behaviour. They agreed to further strengthen cooperation on cyber diplomacy in international fora. The EU has significantly stepped up its cyber support to Ukraine since the beginning of the unprovoked and unjustified Russian war of aggression in February 2022 and is committed to continue to support Ukraine to strengthen its cyber resilience, reinforce interaction and support on prevention, detection, deterrence and response to cyber threats, notably as regards critical infrastructure and networks.     📱📞 Roaming for Ukraine continues! The European Commission welcomed the fifth prolongation for another year of the voluntary agreement for affordable calls to and from Ukraine. The agreement between 22 European and seven Ukrainian telecommunications operators will ensure that refugees from Ukraine can stay connected across borders. Free roaming for Ukraine allows those seeking shelter in Europe to reach family and friends in Ukraine, and vice versa, use Internet and access reliable information. This has been made possible by the signatories, who have committed to mutually lowering their rates to connect calls across borders. The Commission encourages all operators to join the agreement.     𝐎𝐧𝐥𝐢𝐧𝐞 𝐬𝐚𝐟𝐞𝐭𝐲 𝐟𝐢𝐫𝐬𝐭. XNXX is the latest website to be named a ‘Very Large Online Platform’ under the Digital Services Act, the EU’s online platforms rulebook. But what does it mean and what are the next steps? This adult content platform had reported to have 105 million monthly users in the EU, which is above the DSA threshold of 45 million monthly users for designation as a VLOP. In December 2023, the Commission designated three other adult content platforms as VLOPs: Pornhub, Stripchat and XVideos. Following today's designation, XNXX will have to comply with the most stringent rules under the DSA within 4 months of its notification. This includes obligations to adopt specific measures to protect users, including minors, from harmful content, address the dissemination of illegal content and to duly assess and mitigate any systemic risks stemming from the platform’s services. Since 17 February 2024, all online platforms, including XNXX, have already had to comply with the general obligations under the DSA.     A crucial step towards Europe becoming a global leader in AI innovation. Today, the amendment to the EuroHPC Regulation to set up AI factories enters into force, enabling the creation of a new pillar of activities for the EuroHPC Joint Undertaking (EuroHPC JU). The AI Factories will consist of dedicated AI-supercomputers to facilitate fast machine learning, in particular for the training of General Purpose AI (GPAI) models, which require significant computing capacity. Expected to be deployed in 2025, the AI factories will also offer a one-stop shop for startups and innovators and enable the development of powerful GPAI models to underpin a variety of emerging AI applications. This will also play a key role in boosting European excellence in AI and that ensuring Europe leads the way in global advances, ensuring responsible and ethical innovation.     How is the EU performing in enabling citizens' access to eHealth data?   Last week, with the Digital Decade Report, we discovered how digital is the EU and the progress towards a successful Digital Decade by 2030. But what about the eHealth data in Europe?   The Digital Decade target for eHealth is that 100% of EU citizens can access their electronic health records online by 2030. In 2024, the EU scored 79% in the Digital Decade target of all EU citizens with electronic health records online access.   This is what the eHealth indicator report investigates:   🔵 More categories of healthcare providers are connected to the access services, but private healthcare providers are less connected than public ones. 🔵 A diverse selection of health data is available to citizens, but certain data types such as medical images and medical devices have limited availability in the EU-27. 🔵 Digital platforms to access electronic health records are widely available, but not all online access services enable the highest standards of authentication using eIDs. 🔵 Adherence to web accessibility requirements improved substantially in the past year, but opportunities remain to improve access opportunities under existing legal provisions.   What can you expect when accessing your health data online in 2024 as an EU citizen?   🔵 The most mature data types include data about Identification (94%), Personal information (85%), and ePrescription (81%). The least mature data type is medical images (26%). 🔵 Online portals are the most prevalent access mode to health data, and 13 Member States offer both online portals and native mobile applications. 🔵 17 EU countries enable citizens to authenticate themselves using eIDs (pre-)notified eIDs under the eIDAS Regulation.
