    On June 7, the European Commission (EC) has drafted a commission delegated regulations on the listing of UV328 and Methoxychlor as prohibited persistent organic pollutants. The draft aims the addition of methoxychlor and UV328 to Annex A of Regulation EU 2019/1021 on persistent organic pollutants.     On June 27, 2024, the European Chemicals Agency (ECHA) has published it decision to add Bis(α,α-dimethylbenzyl) peroxide to the Candidate List of substances of very high concern (SVHC) owing to its classification in the hazard class toxic for reproduction 1B (“may damage the unborn child”). This substance is used as a processing aid, e.g. as a flame retardant. As a result of being included to the Candidate List, companies now have legal obligations under REACH: • If an article contains 0.1% of Bis(α,α-dimethylbenzyl) peroxide (weight by weight), suppliers have to give their customers and consumers information on how to use it safely; • Importers and producers of articles have to notify ECHA if their article contains Bis(α,α-dimethylbenzyl) peroxide within six months from the date it has been included in the list Read additional details here: https://s.ul.com/4cowWv4 If you have any questions please contact us: https://s.ul.com/4eRXMgL

    On April 24, the government of Peru has published Directorial Resolution No. 052-2024-DIGEMID-DG-MINSA - List of prohibited and restricted substances for the manufacture of baby items approved. The resolution prohibits the use of bisphenol A (BPA) for manufacturing baby products. The resolution also restricts the following substances: • N-nitrosamines and N-nitrosatable substances in baby items made of vulcanized rubber, silicone and thermoplastic elastomers • 19 (soluble) elements in three categories of baby product – liquid feeding products, pacifiers and teethers, with each category having its own set of requirements • Two groups of phthalates for baby products containing polyvinyl chloride (PVC) materials (DINP, DIDP, DNOP - Higher than 0.1% by weight of plasticized material) (DEHP, DBP, BBP, DIBP - Equal to or greater than 0.1% by weight of plasticized material) Read additional details here: https://s.ul.com/3W8JuRG If you have any questions please contact us: https://s.ul.com/4bvTokS

    On June 28, the governor of Pennsylvania has signed Stuffed Toy Manufacturing Act - Manufacturing, Materials, Enforcement, Labeling, Report (Act of Jun. 28, 2024, P.L. 417, No. 30). This Act lifts a long-held ban on the use of recycled materials in all stuffed toys manufactured and sold within the state. Section 5 specifies that all material used in stuffed toys shall be new or recycled material and free from dangerous or harmful chemicals or other substances and shall be free from oil, dirt, refuse and similar substances. The term "recycled material" shall mean any material that has been reprocessed from reclaimed material by means of a manufacturing process and made into a final product or into a component for incorporation into a final product.
