On June 28, the governor of Pennsylvania has signed Stuffed Toy Manufacturing Act - Manufacturing, Materials, Enforcement, Labeling, Report (Act of Jun. 28, 2024, P.L. 417, No. 30). This Act lifts a long-held ban on the use of recycled materials in all stuffed toys manufactured and sold within the state. Section 5 specifies that all material used in stuffed toys shall be new or recycled material and free from dangerous or harmful chemicals or other substances and shall be free from oil, dirt, refuse and similar substances. The term "recycled material" shall mean any material that has been reprocessed from reclaimed material by means of a manufacturing process and made into a final product or into a component for incorporation into a final product.
