In the #NYSPSC’s Order Adopting Gas System Planning Process, issued on May 12, 2022, the Commission directed local gas distribution companies (LDCs) to submit proposals for the following three parts of a non-pipes alternative (NPA) framework: 1) Criteria for NPA screening and suitability 2) Cost recovery procedures, and 3) An incentive mechanism. NPAs are projects or initiatives intended to simultaneously reduce greenhouse gas emissions and defer, reduce, or avoid the need to construct or upgrade components of the natural gas system through customers’ installation of all-electric equipment or connection to other lower-carbon infrastructure, including thermal energy networks. Based on the Department of Public Service staff’s (Staff) review of the proposals and the comments received in this proceeding, Staff has determined that more information from LDCs and stakeholders will assist it in developing a comprehensive NPA framework proposal for stakeholder comment and Commission consideration. Appended to the Notice below are three sets of questions, prepared by Staff, and directed towards LDCs, non-LDC stakeholders, and all stakeholders. However, all interested entities are encouraged to provide comments responding to all questions, where applicable. Comments responding to the questions are requested by September 27, 2024. Comments should be submitted electronically, by filling out the Case 20-G-0131 comment form online at https://lnkd.in/eT-6fXCS. Those unable to file electronically may mail their comments to the Hon. The Northeast States Collaborative on Interregional Transmission is made up of representatives from the state commissions, agencies or governors’ offices of ten states – including New York – that have come together to coordinate on transmission grid expansion efforts in coordination with the U.S. Department of Energy (DOE).

This morning, New York joined the New England States, Delaware, Maryland, and New Jersey in signing a MOU to formalize the Northeast States Collaborative on Interregional Transmission. The Collaborative is focused on improving interregional transmission planning and addressing technical and regulatory barriers to offshore transmission. The utility bill has long been the main form of communication between a utility and their customers. Customers expect the bills to be timely and accurate, but for many in the Central Hudson service territory, this was not the case. Last week's settlement, a direct result of the Commission's months long investigative process and audit of practices, aims to address these billing issues. Valued at $62.5M, the settlement details the corrective actions Central Hudson must take to resolve the billing problems; among them include system improvements to their billing system, and the cessation of bi-monthly estimated billing coupled with a transition to monthly billing before the end of the year. To be clear, the Settlement does not resolve individual customer billing complaints. Central Hudson remains obligated to respond to outstanding customer complaints, explain the details, and participate in the established consumer complaint resolution process before the DPS Office of Consumer Services (OCS). The Commission will continue to monitor the status of those individual complaints as they make their way through the individual complaint resolution process. The New York State Public Service Commission approved a new framework for the State to achieve a nation-leading six gigawatts of energy storage by 2030, which represents at least 20 percent of the peak electricity load of New York State. The roadmap is a comprehensive set of recommendations to expand New York's energy storage programs to cost-effectively unlock the rapid growth of renewable energy across the state and bolster grid reliability and customer resilience. The roadmap will support a buildout of storage deployments estimated to reduce projected future statewide electric system costs by nearly $2 billion, in addition to further benefits in the form of improved public health because of reduced exposure to harmful fossil fuel pollutants to a clean energy economy. With these many pieces in place, we’ll have the ability to manage the grid in ways that will make our overall system more efficient and resilient over time to meet our goals to generate 70 percent of the state's electricity from renewable sources by 2030 and 100 percent zero emission electricity by 2040. https://lnkd.in/dJFdECEx

Thank you for the opportunity to discuss New York’s actions to meet existing transmission needs and to plan for future needs in New York State with Commissioner Christodoulou (NJ), Commissioner Michael Richard (MD), and Deputy Secretary Jason Marshall (MA). The panels made it clear that transmission needs are a priority in NY, MD MA, NJ and the entire US. A fact further reinforced by recent support from the Federal Government in the form of the Grid Resiliency and Innovation Partnerships (GRIP) program, the recently proposed National Interstate Electric Transmission Corridor (NIETC) designation, and recent FERC orders. New York is investing heavily in transmission and is exploring advanced technologies for meeting future needs through the Advanced Technology Working Group (ATWG).
