beamer section slide with name in colorbox centered in the frame
The default section page automatically has a box around the section title. In some themes, the default colour is empty, but it can be changed to make the box visible:

When you say \part[short title]{title}, LaTeX places title in the text and uses short title (if available) for the TOC. Thus, you need to
Redefine \part and use \MakeUppercase for title argument

Section title with lines on either side - left justified
I am not sure exactly what you mean by "left justified", since there still appears to be a rule to the left of the section title, but maybe you mean something like this?
