The flag officer uniform and the standard duty uniform (Operations division)
The new uniform used by flag officers, with the previous design still used by other officers in 2385
By the year 2382, a new version of the standard Starfleet uniform was introduced, returning to the collar style of the uniform in the late 2360s, and the division colors of the early 2370s uniform. While this uniform was used in the early 2380s at least by some flag officers, such as Admiral Jean-Luc Picard, the previous design continued to be the standard attire at Starfleet Command and aboard starships such as USS Dauntless or USS Voyager-A until at least 2385, when the new uniform was more widely adopted. By 2396, the Starfleet uniform would be modified once again. (PIC: "No Win Scenario")
Standard duty uniform[]
The standard duty uniform consisted of a long-sleeved jacket, which was primarily black in color, and a pair of black trousers. The color of the jacket's shoulders and the angled sleeves indicated the division to which an officer belonged: red for command, gold for operations, and blue for sciences. Unlike the late 2360s variant of the uniform, the division color did not stretch across the torso. A black stripe also ran through the division color, from the torso to the upper back.
Rounded rank insignia were worn on the right side of the mandarin collar, which was black regardless of the division color. The combadge, which returned to the design used in the 2370s, was worn on the officer's left breast.
Division colors were continued from the previous uniform iteration, except sciences blue, which became considerably deeper in color. The shade of blue adopted for the sciences division during this time had not been seen in Starfleet uniforms since the early 2350s version was phased out.
Flag officer uniform[]
The flag officer uniform was very similar to the standard command division uniform, with the addition of gold accents below the shoulders and on the sleeves, both framed by the division coloring. Additionally, flag officer rank insignia were worn twice: one bar on either side of the collar. (PIC: "The End is the Beginning")
Training ship uniform[]
By 2385, this uniform variant was worn by crews of training ships, such as USS Prodigy. The combadge worn with this uniform was the same style as the one previously worn on USS Protostar with the experimental ship uniform. (PRO: "Ouroboros, Part II")
Tactical vest[]

Background information[]
The Starfleet uniforms seen in Star Trek: Picard flashback scenes were designed by Christine Clark. Clark noted, compared to the severity of the uniforms of 2396, "there's more of an elegance there . . . we wanted this graceful, beautiful tribute [to Patrick Stewart]" for the fans' first sight of Picard as an admiral. (TRR: "Away Mission Special")
According to a interview with 2022 Star Trek: Prodigy writer and producer Aaron Waltke, this uniform design was initially used only by Starfleet divisions in the Beta Quadrant taking part in the Romulan evacuation efforts, before being adopted more widely by Starfleet. "When Star Trek: Prodigy catches up to mid-2385, rest assured, we will begin to see the Picard uniform from “The End is the Beginning” start to appear in our show alongside other variant uniforms. In 2384, the Picard-style uniform absolutely exists, used by Admiral Picard and Starfleet divisions assigned to the Beta Quadrant where he and Raffi are involved in the Romulan evacuation negotiation efforts. Over time, we'll see it roll out more widely elsewhere in Starfleet." [1] The new uniform eventually did appear in the season 2 finale, "Ouroboros, Part II", set in 2385.
