I don't understand the constraint that this property can only appear at province level and not on the municipalities and cities within such. Unbuttered Parsnip (talk) 15:37, 14 April 2015 (UTC)
Why only first-level administrative division (Q13220202) and not second-level administrative division (Q13220204)?

Everything is in the title ;) Right now there is 2856 violations, and amongst them a lot of sublevels with this property (apparently all the 100~ french departements).
