Florida Digital Service

The Florida Digital Service (FL[DS]) was established to propose innovative solutions that securely modernize state government, including technology and information services, to achieve value through digital transformation and interoperability, and to fully support the state’s cloud-first policy. It is also the lead entity responsible for enterprise cybersecurity.

Position Overview And Responsibilities

The working title for this position is Contract Manager. Under general supervision, serves as a contract manager in the Florida Digital Service (FL[DS]). The essential function of this position is to provide contract management for assigned contracts, with a specific focus on cybersecurity contracts. This position requires experience, training, and certification in contract management and knowledge of State of Florida administrative processes. This position assures FL[DS] compliance with contract management related state, federal, and department laws, rules, regulations, and policies and procedures. Key job activities include, but are not limited to, the following:

Contract Management

  • Conducts programmatic and administrative contract management functions for all phases of assigned contracts, including drafting procurement scope of works, contract execution, monitoring, invoicing, closeout, and reporting.
  • Develops and implements quality assurance plans to provide a systematic and structured method to evaluate services and products.
  • Coordinates with Departmental Purchasing, the Office of General Counsel, and other department personnel to ensure contracts are executed in accordance with Chapter 287, Florida Statues, and Section 60A, Florida Administrative Code.
  • Serves as central point of contact and communicates closely with vendors in a professional manner. Documents such communication in contract file.
  • Maintains the complete documentation of contract records and documentation in the appropriate files for compliance and audit.
  • Reviews and processes purchase orders, invoices, and progress payments for compliance with contract requirements and applicable laws and rules.
  • Develops contract documents, amendments, renewals, status reports, audit responses, and related documents.
  • Monitors budget-related activities for assigned contracts.
  • Participates in quality assurance reviews to determine compliance with programmatic, administrative, and financial management requirements.
  • Recommends and monitors vendors’ corrective action plans to address performance deficiencies, as needed.
  • Investigates and resolves contract-related problems and issues.

  • Creates, manages, and analyzes datasets and /or research information.
  • Assists procurement teams in solicitations and negotiations as needed.
  • Participates in the development and capture of best practices in the field of contract management.
  • Develops and maintains professional knowledge of the contract management field.
  • Develops and maintains effective working relationships with internal and external stakeholders.

Knowledge, Skills, And Abilities

  • Knowledge of methods, practices, and procedures of contract administration.
  • Ability to understand and apply applicable contract management laws, rules, regulations, and policies and procedures.
  • Ability to interpret contract specifications.
  • Knowledge of payment processes and invoicing.
  • Ability to analyze, review, and prepare contracts, work orders, purchase orders, change orders, and related documents.
  • Ability to maintain effective communication and coordination with all levels of internal and external stakeholders.
  • Strong written and oral communication skills.
  • Ability to conduct financial/budget analysis.
  • Ability to perform in moderately complex cross-functional business environment.
  • Ability to work both independently and as a member of a team.
  • Ability to solve problems and make decisions.
  • Knowledge of methods, practices, and procedures of procurement.

Minimum Qualifications

  • Experience using Ariba, MyFloridaMarketPlace, or FLAIR.
  • 2 years of experience directly managing contracts and grants.

Preferred Qualifications

  • Current Florida Certified Contract Manager (FCCM) certification.
  • Current Florida Certified Contract Negotiator (FCCN) certification.
  • Contract management experience with any State of Florida government agency.
