What You Will Do At Precinct One

The Technology Manager provides stable and easy-to-use technology that supports the mission and vision of Precinct One. His or her goal is to increase the efficiency and effectiveness of Precinct One performance through the use of twenty-first-century technology and the implementation of technological innovations that enhance the Precinct’s ability to serve and communicate with Precinct One constituents. As a technology manager working for a county organization that acts as a public servant, your role and responsibilities would involve overseeing and managing the technology infrastructure and systems to support the county's operations and services. Here are some common roles and responsibilities for a technology manager in such an organization

Essential Duties And Responsibilities

  • Operations:
    • Technology Strategy and Planning: Develop and implement a technology strategy aligned with the county's goals and objectives. Identify opportunities for technology advancements and improvements to enhance efficiency, effectiveness, and service delivery. IT Infrastructure Management: Oversee the design, implementation, and maintenance of the county's IT infrastructure, including networks, servers, databases, and hardware/software systems. Ensure the infrastructure is secure, reliable, and scalable to meet the organization's needs. Project Management: Lead technology projects from initiation to completion, ensuring they are delivered on time, within budget, and meet quality standards. Coordinate with stakeholders, vendors, and internal teams to ensure successful project outcomes. Budgeting and Resource Management: Develop and manage the technology budget, ensuring optimal allocation of resources. Monitor expenses, negotiate contracts, and make strategic decisions to maximize the value of technology investments. Security and Compliance: Work with Universal Services to implement and maintain robust cybersecurity measures to protect sensitive data and systems. Ensure compliance with relevant regulations, policies, and standards, such as data privacy laws and industry best practices.
  • User Support and Training:
    • Provide technical support to county staff, addressing their technology-related issues and inquiries. Develop and deliver training programs to enhance staff's technology skills and knowledge. Vendor Management: Evaluate and select technology vendors, negotiate contracts, and manage vendor relationships. Ensure vendors deliver products and services that meet the county's requirements and standards. Collaboration and Communication: Collaborate with other divisions and stakeholders to understand their technology needs and align technology solutions accordingly. Communicate effectively with non-technical staff, translating complex technology concepts into understandable terms. Disaster Recovery and Business Continuity: Develop and implement plans to ensure the county's technology systems can recover from disruptions and continue operations in the event of a disaster or emergency. Stay Updated on Technology Trends: Continuously monitor technology trends, advancements, and best practices relevant to the public sector. Evaluate emerging technologies and assess their potential impact on the county's operations. Consolidated Services: Recommend, standardize, procure, implement, and/or manage Precinct-wide software/managed services as needed.
  • People:

Requirements

What you will bring to Precinct One

Education:

  • Bachelor's degree in Information Technology, Computer Science, or a related field of studyfrom an accredited college or university.


Experience:

  • Ten (10) years of experience in information technology including configuration, implementation, administration, and support of a complex LAN/WAN
  • Five (5) years of staff leadership experience
  • Proficiency in Microsoft Windows Server, desktop operating systems and office productivity applications, network switches, telephone and voice mail systems as well as social media platforms


Knowledge, Skills, and Abilities:

  • Knowledge of Installations, minor repairs and maintenance of personal computers, network servers, network infrastructure, peripherals, phone systems and equipment.
  • Skilled in configuration, implementation, administration and support of complex LAN/WAN.
  • Ability to lead staff and budget management
  • Ability to successfully communicate technical terms to others.

  • Sitting, standing, or walking for extended periods

About Precinct One

There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.

Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct’s territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.
