Accountant/Fiscal Analyst

Job Responsibilities

The State Treasurer’s Office (STO) is seeking an inquisitive and detail-oriented Accountant/Fiscal Analyst in the Treasury Management division. As the Accountant/Fiscal Analyst, you will serve as the liaison between state agency finance officers and bank representatives facilitating the proper recording and reporting of electronically remitted (EFT) funds on SCEIS. You will also serve as a backup for several core functions within the division.

  • Serve as liaison between state agency finance officers and bank representatives facilitating the proper recording and reporting of EFTs on SCEIS.
  • Monitors, controls and records the collection of electronically transmitted Federal Grant, Entitlement Funds and Vendor Payments into the State Treasurer's general deposit bank accounts.
  • Researchs ACH's received at the state's General Deposit accounts with no corresponding SCEIS entry against it by an agency. Use appropriate state, bank and federal resources to identify correct beneficiaries and notify accordingly.
  • Prepare journal entries in SCEIS to reflect cash management bank activity. Record appropriate SCEIS documents to reflect trust fund disbursement transactions.
  • Provide back-up support for the Cash/Check Audit Control Desk.
    • Duties include assisting with auditing of cash/check workflow documents, processing returned checks & maintaining deposit book inventory and distribution.
  • Crosstrain in the monthy bank reconciliation process.
  • Provides additional support to STO staff and other state agencies by the following tasks:
    • monitors and processes the Department of Employment and Workforce transfers of UCT funds
    • processes deposits through remote deposit capture or manual deposit slip preparation for STO staff and other state agencies
    • oversees the collection of data for the Treasury Management Monthly Report
    • other tasks as assigned by management
    • Work collaboratively with all team members and be an active, contributing member of the team. Continuously develops and maintains a productive working relationship within the Division, the STO, business partners and customers served.
    • Fully commit in all training requirements and strive to meet the goals and objectives of the assignments. Continuously reviews and updates work procedures so that these documents will be maintained in an accurate and usable manner to promote quality outputs.

    Minimum And Additional Requirements

    Agency Minimum Qualifications*:

    A high school diploma and professional experience in a related area such as accounting, auditing, finance, or banking. A bachelor's degree with multiple accounting courses may be substituted for the required work experience.

    Ability to review and interpret financial data, records and report. Must be able to communicate effectively both verbally and in writing. Extensive knowledge of various computer software packages including Microsoft Office.

    Must maintain a pleasant working relationship with bank offices and finance officers of agencies, institutions, and departments in order to expedite the reconciliation of differences so that timely deposits can be made to enhance the effectiveness of a sound cash management program for State government. Employee must be able to handle confidential material. Must be able to lift and move boxes short distances.

    • Candidates must specifically meet the Agency Minimum Requirements or an equivalent combination of education and experience to be considered for this position.

    Preferred Qualifications

    Knowledge of SCEIS Accounts Receivable.

    Knowledge of the principles, practices, theories, and terminology of accounting, auditing, banking, budgeting, and financial management. Knowledge of state government fiscal and accounting processes. Ability to proficiently apply mathematical concepts. Ability to interpret and analyze financial data, records, and reports. Ability to establish and maintain effective working relationships with others. Ability to communicate effectively both orally and in writing.
