Countries around the world are increasingly adopting surveillance technology developed in the People’s Republic of China (PRC), helping Beijing realize important policy goals. These include normalizing its own surveillance-heavy version of national social control among other nations, having access to “back doors” built into PRC-developed technology to access data from other countries, and influencing international governance of emerging technologies. This report assesses how and to what extent the spread of PRC-developed surveillance technology helps Beijing get closer to the realization of these goals in various countries around the world. It also identifies the PRC state and corporate actors that develop these new technologies and train authorities in other countries on their use. https://lnkd.in/e6bKRX5A

The event focused on Mozambique’s October 2024 national elections, what they portend for the country’s future stability, and how the U.S. government can support via diplomacy and programs, particularly considering the recently released 10-year strategy to prevent conflict and promote stability. The event included participants and speakers from U.S. and Mozambican civil society, media, think tanks, academia, and the U.S. government. Last week, the International Republican Institute’s (IRI) Technology and Democracy Practice participated in The Impacts of Civic Technology Conference (TICTeC) in London, along with two of the team’s civic technology partners – Commit Global and Asuntos del Sur. The conference, organized by global civictech organization mySociety, convenes people from around the world who build, research, use, and fund civic and government technology to discuss its impacts and how to improve the field. During the conference, IRI actively participated in conference sessions and hosted a side event to share preliminary recommendations from its Generative AI (GenAI) research. IRI’s side event on its GenAI findings, leading to a fruitful discussion on what feasible steps low-capacity civil society organizations can take to minimize harm and maximize the opportunities of GenAI. Feedback and discussions from this session will be incorporated into IRI’s draft Generative AI and Democracy white paper, to be released in August. To help foster connections amongst the civictech community, IRI also co-hosted a happy hour ahead of the conference alongside POPVOX and the National Democratic Institute (NDI). TICTeC was an invaluable experience, offering us and our partners a platform to exchange insights, highlight the importance of civic and government technology, and identify methods to enhance the field’s effectiveness.
