While attending events and networking seminars etc may be the best in-person approach, but not nessessarily that great if one is just starting out and doesn't have the funds to attend such events. I found the best way to network in my career is to join free film groups on LinkedIn in and Facebook. Collaborate online for free. Get to know your community and local events for entertainment. Reach out to certain companies and corporations with an interesting proposal or something that will catch their eye. Follow ups are super important but be sure not to over do it.
