In my opinion, the most important aspect of this step is to get to know what you have, you can't protect it if you don't know about it.

When it comes to building strategy, it is imperative to align cyber security strategy with the larger organizational strategy (including digital, emerging areas like cloud, AI, others areas to cover all digital foot prints. Hence, it is also vital to further develop the target operating model which would feed into building secured architecture or ecosystem for sevice delivery (both client & enterprise). Moreover, do not forget to capture details associated with strategic clients including crown jewels & dependencies on 3rd parties / vendor services.

Engaging with stakeholders is crucial to get buyin from the businesses, project sponsors others. This can achieved by building a governace committee and having adequate representation from some of the key stake holders (e.g. includes) - Compliance & Legal : For coverage around regulatory applicable to the organization (e.g GDPR & CCPA for data privacy, FFIEC - banking/ financial institutes, HIPAA for heath care, DoT in India for telecos, etc.) and for contractual obligations. - CIO / CTO: In digital age, they are the adding more muscles to the business & will be instrumental in addressing any potential vulnerabilities - CFO: will be the go to guy for budgetary approvals - Functional heads: As they will own the risk & controls.

It's extremely important to be able to explain the technical aspects in a way that your executives can understand it and to have their trust, so you can enforce the policies needed to protect the business.

This is why is crucial to have executives involved and in understanding of the cybersecurity plan, because not everything can be protected and there will be incidents that cannot be prevented. But there has to be a plan for when they happen.
