The source of the unusual port reset has been identified as spurious EMI and not a software issue.

I was able to figure out that the 16 bits correspond to one hub and 15 further devices. The endpoint is the so called "Status Change Endpoint". What I cannot figure out is the delay in responding to the request.

Modifying my circuit so that V+ stays below VDD gives the desired result. @Chester Gillon Could you post your comment as an answer so that I can accept it as a solution?

@Chester Gillon V+ is unfortunately 9V compared to the max 5.5V allowed on the P0W oin. I will have to rework the circuit to accomodate the digital pot and see how it works. I feel a bit silly for having missed such an important detail.

Sorry that the question was a bit unfair, that was not really my intention. After having figured out what I exactly wanted (i.e. a ready binary from a single source file) it beacame a lot easier to look for the answer.
