Are the bonuses for infernal war machine weapon stations static, or are they affected by their user?
The bonuses are static
With these weapons, like with siege weapons (p. 255, DMG), it is not the crew that is making the attack, it is the weapon. The crew just enables the weapon to make the attack.

The DM must rule on who makes the attack roll
RAW, it is not clear who makes the roll
When BG:DiA introduces Infernal War Machines, it says (216):
