A35 Text Call Compatibility Issue

Bought my A35 and was able to use the Phone App's Text Call feature. I did a factory reset and now the feature can't be turned on. When prompted to download the language package, an error message comes on. I ran all updates on Google Play to bring everything back to current versions.

Anyone have issues in Canada unable to use this feature?

We appreciate your efforts in trying all the possible ways to solve the issue, unfortunately the issue still persists, we request you to generate an error report by following below steps:

Tap and hold on Samsung Members Icon and tap on Error report >> select the category from the below >> Describe the issue and check the option "send system log data" then send.

An expert from the Samsung Members team will try and respond to the report as quickly as possible.
