Can someone explain whether we are out of beta, and if we're not, what needs to happen? Or is it the case that the site banner has not been updated, but we are otherwise out of beta?

The short answer is no, we're not out of the public beta phase, and some sites have remained in beta for a very long time, see the list of open betas for examples.
Ultimately it depends on whether the site sustains its activity and reaches enough users.

We are still in Beta, but Couchy's explanation is not correct. The requirement to graduate from Beta has never had anything to do with "reaching enough users".
