Should I report accounts that I believe is a returning banned LLM user? I don't have enough evidence for it to warrant these accounts being banned, but it is really getting on my nerves, and I wonder what's actually wrong with them to be trolling the site in this way.

If you feel that an account is doing something that is in violation of this site's terms of service (or other legal matters), please feel free to raise a custom flag on any post or comment made by that user. If they did not participate on the site, you can always contact the community team (on your own profile page) and raise those concerns there.
I am doing this and adding the caveat that I don't know. I hope that is fine!
