How can I share my Google Pay account with my 16-year-old so they can use it from their phone? I already have Google pay set up on my phone.

There is an option to make shared Google account.

Create separate Google account and log in it on all Android phones, of all children and all parents. Android can join multiple accounts. This allows to configure payment credentials -- everybody who knows the password and cvv code can use them. It allows sharing applications licenses you buy from this account (e.g. games or movies).

In some countries like Germany for some cases like salary or investing or paybacks or private pension investment there is a benefit to have separate account on the name of child -- his earning would be tax-free until ~8000 EUR/year + (1000 EUR for stocks selling/dividends).
