For questions related to the flag-ban SE network feature. Flag-banned users can't use the raise flag functionality on network sites.
An user can be flag-banned for many different reasons. Most of the time the ban is triggered by too many rejected flags in a short period and requires the user to perform review and other corrective behaviours before it is lifted.
