The Federation and the Lom must supervise first contact with an unknown civilization called the Endrel. The problem: the Lom's Prime Directive and the Federation's Prime Directive have opposite meanings. How can Captain Picard protect the Endrel without violating Starfleet's code of honor?

Captain's log, stardate 479905.2
The Enterprise has been dispatched to Endrella, an M-class planet on the outskirts of Federation space. The host race—the Endrel—have reached a turning point in their development and are on the brink of becoming an interstellar culture. Our objective is to establish the Federation's first contact with the Endrel. However, upon arrival, we found Endrella in the grip of a global, natural disaster… Or so we first thought.
Captain's log—supplemental.
It has been decided to postpone first contact with the Endrel until they've recovered from the effects of the Lom. Our monitoring of Endrel broadcasts reveals casualties were high, but it is being attributed to purely natural disaster. The Lom have removed their installations and withdrawn to consider their own problems before tackling anyone's else's. For all their benevolent arrogance they meant well. It was only by holding a mirror up to them that we exposed their flaws. I cannot help but wonder how we might react if the same were done to us.
