Minister was a title given to a representative of a government or organization. In a governmental structure, ministers were granted authority over certain areas of policy (for example, minister of Agriculture), while it could also be used in a diplomatic function.

In 1930, the minister from the United States of America advised American citizens that did not have urgent reason to be in Thailand to return home for security reasons. (TOS: "The City on the Edge of Forever")

During the 22nd century, individuals possessing the title minister in the Vulcan High Command worked under the administrator. (ENT: "Kir'Shara", "United") The title remained in use as late as the 24th century, when the head of Vulcan security, otherwise known as the V'Shar, held the title of minister. (TNG: "Gambit, Part II")

The Bajoran Provisional Government's senior posts were held by ministers who met in the Chamber of Ministers and served under the First Minister. (DS9: "The Siege", "Rapture") There was also a position of Minister of State in the Bajoran government. (DS9: "Duet")

The Doctor was given the title of Minister of Culture in Iden's Rebellion. (VOY: "Flesh and Blood")

Osyraa used the title of Minister to refer to her position within the Emerald Chain. (DIS: "There Is A Tide...")
