  • To cut a long discussion short: The finite verb "ist" is in the second position, therefore this is not a question. A question would have the finite verb in first position: "Ist Laufen eine gute Aktivität?" (In your example, "laufen" is a topic. It's difficult to decide whether it's an infinitival verb or a noun, but anyway.)

  • The actual rule would be "Normally the finite verb comes first only etc." Okay, so "Laufen" is a verbal noun here, but you could also have "Laufen will ich", and in that case laufen is clearly a verb, just not a finite one. Commented Aug 8, 2023 at 15:22
