Question laggy system evrything is choppy

so i recently got and installed a used motherboard an new Monitor, CPU and GPU with power supply and mixed RAM same speed voltage and size, fresh install of windows, updated BIOS and Chipset drivers, yet for some reason system is slow choppy and everything takes forever to load and playing any game is non existant as it is to laggy and choppy, need help figuring out what it could be please and thank you!

windows 10 home
amd radeon 7800xt
ryzen 5800x
B450 gaming plus max
vengeance and oloy both DDR4 16gb 3000 RAM
1000w PSU
1TB NVME WD Blue

That ram is the first thing that stands out to me.

meaning what? pull one set out at a time and see what happens?

At the very least and see how it runs AMD Ryzen's are more picky on mixed ram and even the same name/ brand of ram not bought in matched kits.

so that didnt seem to work, still choppy and laggy even my bios is laggy.
audio is choppy in 2018 God of War and only getting 10FPS on high settings...
got better with my 1050ti card and old I3.... any other recommendations?

also i kind of feel like it is the fact that my processor is not going over 0.49GHZ according to task manager any idea if that is normal or ok? i dont feel like my CPU is running how it should and i have a feeling it is a setting somewhere i have messed up.

Oh wow 0.4ghz is extremely low. I didn't even know that was possible.

well i figured it out or a way to make it work, it was a power issue apparently i had to go in manually and add more power to the CPU thank you for the help
