I just replaced the fluorescent bulb and the starter (but not yet the ballast, see question)
before going ahead I noticed that also the electric outlets don't work
I changed the fuses with no result,
could it be the resistance (?) in the mid picture?

the power outlets are connected as shown in the middle picture, maybe the dark gray thingy (I suspect it to be a resistance) is responsible for the outlets not working, what do you think?– Francesco IapiccaCommented Jul 8 at 3:00

I changed the fuses of the circuit breaker (which is the same for the whole kitchen apparently) and nothing changes, do you think the outlets are causing the lamp not to work too?– Francesco IapiccaCommented Jul 8 at 3:10
