Steps to reproduce:
My personal website includes images with overlaid text. To ensure the text is readable, I added an outline to the text using the "-webkit-text-stroke-width" property.
To reproduce this error, as an example, visit https://rupumped.github.io/rfind.html, right click in the page, select "Inspect Accessibility Properties," and select "All Issues" in the "Check for issues:" dropdown menu.
Actual results:
Even with the outline, Firefox's Accountability Inspector still issues a "Color and Contrast" warning: "Does not meet WCAG standards for accessible text."
Expected results:
Even though the text color is close to some of the image beneath it, the text outline makes the text readable. No warning should be issued.

Also affects the warning displayed for the text color in the rule view, and also affects text using text-shadow to increase contrast.

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE
