Details
Right now, to enable HCM you have to navigate to about:preferences and manually adjust the colors dropdown. We should offer a quick way for developers to enable/disable HCM in devtools for testing.

We should also offer a way to simulate prefers-contrast and forced-colors from devtools. I think Chrome has this.
