The accessibility tool is disabled and can not be enabled.
Enter about:config
into the address bar and check the value of the accessibility.force_disabled preference. If it's set to 1, click the Reset button on the right side and restart Firefox.

Thanks, that worked.
Why was this tool disabled? I didn't read any information on this in the release notes, did I miss something?
The picture says the tool can be enabled in the settings but it can not. This is very missleading in my opinion.

You're welcome.
Why was this tool disabled?
Other than the user manually enabling the setting, I don't know.

Bug 1639921 will probably address this. There was a setting called "Prevent accessibility services from accessing your browser" in the Options tab, Privacy section. It was removed in bug 1613468. Anyone who previously enabled the option would then have a hidden setting they don't know how to modify.

Thanks all for filing/comments/feedback. Wording of the a11y panel landing page must be updated to reflect that we no longer have access to enabling/disabling accessibility service in about:preferences and instead must do it in the about:config.
