Implement showing the accessibility inspector as part of the 3-panel view within the Inspector Panel

Much like how the Rules view is shown side-by-side with the Computed view within the Inspector Panel's secondary panel, we would like to show the Accessibility Tree view and its properties view side-by-side. 

The initial user-flow for 3-pane will be as follows: 

1. Navigate to the Accessibility panel and enable this functionality from there.
2. Navigating back to the Inspector panel will have the Accessibility tree view as another tab in the "middle panel" and its Properties view in its own tab in the "third panel".
3. Selecting either tab would auto-select the other accessibility tab.

Other things to note: 

- When an accessible row is highlighted in the a11y tree, the corresponding element would also highlight in the markup view. 
- If the user is in 2-pane mode, the accessibility inspector would become its own tab in the secondary panel and is displayed just how it is in the Accessibility panel.
