Steps to reproduce:

Bug #1404388 changed the length of new passcodes from 4 to 6


Actual results:

Old passcodes stay at 4.


Expected results:

Users should be prompted to update their passcode to 6 digits.

We are past the string freeze so we cannot prompt the user. I think that is fine. Why don't we use this patch as it currently is and if we feel we need a prompt or explanation then we can do that in a later release.

Clear a needinfo that is pending on an inactive user.


Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
