Fibre Channel Switch (Connectrix) that's a SAN switch made by Dell/EMC, not a network (Ethernet) switch. What kind of environment are we talking about here? Please be MUCH more detailed. What kind of Fibre Channel HBAs are in your server(s) and what kind of storage system (disk array) do you have? Do they even support speeds higher than 8Gbps?
There are pretty affordable "mesh" WiFi solutions that can do this. Just buy a two-pack, connect one to the VDSL router (in Access Point mode) and the other to your clients. You might also need to connect a small switch to the second AP, to get the amount of Ethernet ports you need.
Have you checked the configuration of the SSH daemon? Can you ping the host directly from the VPN? Have you looked at the logs on the host itself, when logged in via the second workstation?

No, that is not how power supplies work. The higher spec power supply will not "force" 38.3 A into the switch. It will just supply what the switch needs. The problem is that this combination of J9726A switch and 499249-001 power supply is not one that seems to be supported or documented by HP so there's no guarantee it will work.
