Cannot edit start menu links

Any changes to this folder

c:\Users\Me\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch\User Pinned\StartMenu\

have no effect in the start menu

Shortcuts that I copy there manually are not visible
