How to Fix Windows 8.1 System Files Not Accessible on Computer

I encountered a hard error while logging in to Windows 8.1. My operating system is messed up. I cannot find the Recycle bin, cannot use the F keys, and have no search box, but I can open CMD. How to fix this problem?

Now, with so many options that cannot be used on your computer, you should try to run a system check with CMD. Open the Command Prompt on your computer and type in DISM.exe /Online /Cleanup-image /Restorehealth, and maybe you should wait a few minutes to complete this checking. DISM utilizes Windows Update to give the files necessary to correct corruptions when you perform this command. Suppose your Windows Update client is already damaged. In that case, you can use a currently operating Windows installation as the repair source or a Windows side-by-side folder from a network share or from a portable media, such as the Windows DVD. Run DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:\RepairSource\Windows /LimitAccess instead.

You can run the SFC command to fix the problem as well. After entering the CMD window, type in sfc /scannow. All protected system files will be scanned using the SFC command, and damaged files will be replaced with cached copies kept in a compressed folder at%WinDir%System32dllcache.

If the DISM and SFC commands can do nothing helpful, you can try to reinstall Windows 8 or install Windows 10 with a Windows bootable installer. It is possible to recover file after reinstalling Windows. If you have a Windows backup, you can recover data from it.
