How would a Labour Government approach emerging tech policy differently? 💭 As a general election approaches, this is a question on the lips of various companies, in and outside the UK. This afternoon at Labour Party Conference 2023, Shadow Secretary for Science, Innovation and Tech, Peter Kyle, gave his first big speech in his new role. So, what did we learn? To little surprise, detailed proposals were thin on the ground. Kyle has only just taken this brief and, in a fast moving space, Labour fear gifting ideas to the Government, or watching them age poorly before the next election. The most tangible takeaway came in the form of a commitment to increase spending timelines for R&D delivery agencies like ARIA and UKRI to 10 years. A welcome signal that will buttress investor confidence Labour will continue the Government's attempts to encourage R&D. In the same vein, Kyle vowed to slash red tape and cultivate a culture of 'earned trust' for companies operating in highly regulated sectors, likely to be appreciated by some of the bigger tech companies. Kyle's repeated commitments to 'harnessing' the opportunities created by emerging tech rang familiar with the Government's own phraseology. However, the most important element of his speech came in a determined attempt to draw a dividing line with the Conservatives around how each party conceptualises these 'opportunities'. Kyle fused his speech with Labour's levelling up rhetoric, promising to champion inclusivity and 'bake' the interests of working people into 'every decision'. Until now, Labour's positioning had not centred quite so explicitly on the economic impact technologies like AI will have on the lives and jobs of working people. Moreover, this was a sign the Party regards tech as critical to achieving its broader ambitions, from levelling up to climate change; tech supremacy in itself is not the ambition. Appropriately, Kyle's speech was trailed by union delegates raising research suggesting AI will increase corporate profits by $4.4 trillion a year. Kyle's address indicated that where this profit goes and what it means for jobs will be at the heart of Labour's approach.
