To return the Air and Missile Defense (AMD) Foreign Military Sales (FMS) workforce to the professional entity it once was, one must first start with methodically weeding out—or outright eliminating—lazy, incompetent functional leadership. As disturbing and challenging as this sounds, bungling bosses are toxic to what can easily be described as a “shark-suckerfish” culture. Like suckerfish, the FMS workforce live off leadership’s (shark) back, most of your AMD FMS civil servants—among MDA and AMCOM—hang on to the shark and do whatever is necessary to maintain or advance their position among the other suckers. This means swimming in the same direction as the shark, not burning energy, not rocking the boat, and—along with the others—feeding off the scraps dropped by the shark. The suckerfish must stay firmly attached to the exclusion of all else if they wish to a remain alive professionally. This is paramount to all other earthly things; after all, the shark is their source of life. Whether this means traveling in the direction of professionalism and accountability or into the depths of apathy and mismanagement, this is solely at the shark’s discretion; and that discretion—more often than not—leads the suckerfish into a dysfunctional work culture, toxic and inefficient. It is characterized by a set of negative norms and poor performance that destroys effectiveness. The FMS partners’ part in this little metaphoric equation is that of plankton consumed along the way. Plankton is life-giving to everything in this ecosystem. Without it, the sharks, the suckerfish, the entire FMS ecosystem would disappear. But this is not how the sharks view it; plankton is an afterthought; why should they be concerned about how plankton are treated, feel, or complain; after all, they only exist to be consumed of their value. Once that value is devoured, it’s on to the next set of marine drifters. The sharks know there are plenty of plankton out there, so why should they care? As you may have concluded, the suckerfish are not the problem; they know no better. They have not been held accountable in being reliable, setting their own high standards, and showing that they care about every aspect of their job. Being industrious and organized, and holding themselves accountable for their thoughts, words and actions are totally foreign concepts in their world. Replace the sharks with competent, experienced, intelligent sharks and the suckerfish will quickly fall into line. And the respect and value of plankton will return to what it once was. So why do the dominant sharks (Executive Leadership) continue to ignore this? Perhaps because this happens so deeply in an ocean of unethical public servants, that the dominant sharks see no need to bring this incompetence and greed to the surface. It is better to project tranquility and an “all-is-quiet-on-the-eastern-front” façade. Afterall, they played—and continue to play—a role in this quagmire.
