The average daily construction rate for new highways in India fluctuates depending on the year. Here's what is known: 2021-2022: The highest recorded daily construction rate was 29 kilometers per day. This was attributed to a systematic push through corridor-based National Highway development approach. 2022-2023: The average daily construction rate dropped to 30.11 kilometers per day. This still represents a significant increase compared to previous years. Current data for 2023-2024: Official data for the current financial year is not yet available. However, the Ministry of Road Transport and Highways (MoRTH) reported building 10,993 kilometers of National Highways in 2022-2023, falling short of the 12,500 km target. Therefore, it's safe to say that the average daily construction falls just below 30 kilometers, with a possibility of being higher or lower depending on specific projects and targets. Infrastructure company Vishnu Prakash R Punglia has decided to open its initial public offering on August 24, with a price band of Rs 94-99 per equity share. The public issue of 3.12 crore equity shares comprises only a fresh issue by the company. The issue included a reservation of 3 lakh equity shares for its employees who will get shares at a discount of Rs 9 per share to the final offer price. The Rajasthan-based engineering, procurement and construction company is planning to raise Rs 308.88 crore via public issue, at the upper price band. The issue proceeds will be utilised mainly for capital expenditure requirements for the purchase of equipment/machinery amounting to Rs 62.18 crore, and working capital requirements of Rs 150 crore. The remaining amount, barring issue expenses, will be used for general corporate purposes.

PCC Infrastructure Pvt. Ltd. vs. Airports Authority of India (01.04.2024 - DELHC) : MANU/DE/2442/2024 FAO (COMM) 11/2024 Summary of the key points regarding the computation of price variation in construction disputes and the judicial approach in India: 1. The dispute was regarding the computation of price variation for cement under Clause 10CA of the General Conditions of Contract (GCC) for the construction project at Mangalore International Airport. 2. The contractor, PCC Infrastructure Pvt. Ltd., claimed a price variation of ₹83,12,140/- for cement, but the Airports Authority of India (AAI) computed it as a negative amount of ₹1,10,90,368.48/- and recovered this amount. 3. The matter was first referred to the Dispute Redressal Committee (DRC), which ruled in favor of AAI. PCC then invoked the arbitration clause. 4. The Arbitral Tribunal examined Clause 10CA of the GCC and found that the language was unambiguous regarding the formula and indices to be used for calculating the price variation. 5. The Tribunal held that PCC did not raise any query or protest earlier regarding the use of the price indices, and hence dismissed PCC's claims. On further appeal, the court upheld the Tribunal's decision, stating that the GCC clearly specified the use of the All India Price Index notified by the Director General, CPWD, and the base prices applicable only for the local area around Delhi. 6. The court concluded that the calculation of price variation by AAI using the All India Price Index, as per the formula in the GCC, was not flawed. 7. The key takeaway is that the judicial approach emphasizes the importance of clear and unambiguous contract clauses regarding price variation, and the need for the contractor to raise any concerns or queries about the methodology upfront during the contract execution. In summary, the courts have upheld the use of the established formula and indices specified in the contract documents for computing price variation, unless there is a clear ambiguity or lack of clarity in the contractual provisions.

CCECC New Project: My responsibility for The measurement range of the railway from Chittagong to Dohazari has been preliminarily determined as follows: (1) The straight section of the existing line shall be measured every 50 m, and the section of the curve shall be measured every 20 m; Track top elevation acquisition principle: the left line elevation shall be collected for the double line section, the left rail elevation shall be collected for the straight section and the inner rail elevation shall be collected for the curved section; In addition to the position and elevation of the top of the rail, the position and elevation of the outer side of the earth shoulder on both sides and the toe line of the slope on both sides shall be collected for each section; And the original ground elevation within 30m outside the toe line of the subgrade slope on both sides shall be collected (any structure shall be marked on the section drawing). (2) The mileage and elevation of both ends of bridge, center of culvert and center of road corresponding to the side of the level crossing shall be collected. (3) Station site measurement: ① horizontal and vertical data of the main line, arrival and departure line and other station lines; ② turnout center and turnout shape in the station (to distinguish turnout number, to clear turnout model, etc.); ③ equipment in the station (Including fouling point indicator, signal, platform, awning and awning column, electric box, ballast width and thickness, train stop, curve of arrival and departure line, etc.); ④ Station building location, adjacent station access road, hardening road in the station, etc. As per requirements of the line, cross section outside the slope toe of the embankment and cut shall be measured in the station.

Maharashtra seeks bids for a new port at Murbe under Swiss Challenge after JSW Infra place suo moto offer MUMBAI: In a shocking illustration of reckless port planning and development, Maharashtra Maritime Board (MMB) has called global price bids on a so-called Swiss Challenge method to construct a new port at Murbe in the state’s Palghar district after Sajjan Jindal-led JSW Infrastructure Ltd placed a suo moto proposal to build the new port, hardly 40 kms away from the Vadhavan Port being developed by the Union government in the same district. The new port, estimated to cost some Rs4,259 crores, has taken the port industry by surprise when the Maharashtra Maritime Board is a 26 percent stake holder in the planned Vadhavan Port project, which has received environmental and coastal regulation zone clearances from the Ministry of Environment, Forest, and Climate Change on 16 February after a gruelling process, navigating strong  opposition from locals and fishermen, clearing the decks for its construction. The new port, estimated to cost some Rs4,259 crores, has taken the port industry by surprise when the Maharashtra Maritime Board is a 26 percent stake holder in the planned Vadhavan Port project, which has received environmental and coastal regulation zone clearances from the Ministry of Environment, Forest, and Climate Change on 16 February after a gruelling process, navigating strong opposition from locals and fishermen, clearing the decks for its construction.
