Today, the OECD AI Review of Germany has been launched – which means I‘m finally able to share the results of a project I‘ve been working on for the past year and a half! Together with my amazing colleague Lucia Russo, I‘ve had the honor to co-author several chapters of the Review, analyzing ... 👩🔬 Germany's initiatives to attract and retain AI talent (Chapter 2); 📚 the country's position in the international AI research landscape (Chapter 3); 📊 the use of AI in the German economy as well as obstacles to further diffusion (Chapter 4); ⚖ Germany's policy and regulatory framework to ensure the human-centred development and use of AI technologies (Chapter 6); and 🤝 initiatives to promote the use of AI for the common good and the public perception of AI in Germany (Chapter 7). News alert ➡️ Italy, Germany and France strengthen cooperation on Artificial Intelligence. Italy's Minister of Enterprises and "Made in Italy", Adolfo Urso, along with Germany's Vice Chancellor and Minister for Economic Affairs and Climate Action, Robert Habeck, and France's Minister of Economy, Finance, and Industrial and Digital Sovereignty, Bruno Le Maire, met in Rome to advance collaboration on AI. This meeting builds upon their commitment to industrial cooperation within the European Union and beyond. They recognize the transformative power of AI and its importance for Europe's future competitiveness. Discussions focused on fostering innovation-friendly regulations, supporting startups, and creating a strong venture capital ecosystem. The ministers also highlighted the potential of Competence Centers, Digital Innovation Hubs, and European Digital Infrastructure Consortia (EDIC) to drive knowledge sharing and innovation. The establishment of an AI-dedicated consortium in Europe was welcomed, aiming to provide access to computing capacities, data spaces, advanced skills, and testing facilities. Data protection within the European data economy was emphasized, ensuring a free and secure flow of data. This collaboration among Italy, Germany and France reinforces Europe's global position by ensuring security, strategic sovereignty, resilience, and technological leadership. International collaboration and the interoperability of frameworks are crucial for effective global AI governance. CALLING ALL AI DEVELOPERS From a technical standpoint, AI developers need to prioritise interoperability and ethical considerations besides innovation in their AI solutions. Open standards and protocols can ensure that AI systems can communicate and work together across different platforms and environments. This includes using common data formats and APIs. Engaging in collaborative development projects or consortia that focus on creating interoperable AI solutions. This approach promotes the sharing of best practices and the development of common frameworks or architectures. Building AI systems with #modularity in mind, allowing for components to be easily replaced or updated without affecting the entire system. This enhances the #adaptability of AI solutions to different requirements or environments. Incorporating ethical considerations from the outset of the AI development process. This includes conducting ethical impact assessments and involving ethicists or diverse stakeholder groups in design decisions. Implementing techniques to detect and mitigate #biases in AI #algorithms and #datasets. This can involve the use of #fairness #metrics, diversity in training data, and #transparency in the decision-making process of AI systems. Ensuring AI systems comply with privacy regulations and best practices. Techniques such as data #anonymisation, #encryption, and #differentialprivacy can be used to protect individual data. Leveraging cutting-edge technologies such as #federatedlearning, which allows for the training of machine learning models across multiple #decentralised devices or servers while keeping data localised, enhancing both innovation and privacy. Implementing #ExplainableAI (XAI), ensuring that decisions made by AI can be understood by humans. This involves using techniques and models that provide insights into the AI’s decision-making process. Maintaining comprehensive documentation of AI systems, including the datasets used, the decision-making processes, and the mitigation strategies for biases.
