If change is navigated properly, no one should feel like "it's happening around them", every person should know what's happening and all should be involved or at least knowledgeable. If change is happening only from "the top", it's ripe for error AND it's the reason why the employees think change is happening all the time (aka it's not done right the first time).

With the fact that change is inevitable we should also focus on how to introduce change. First of all firm should prepare for change from strategic point of view then incorporate a change plan that allows change to be implemented gradually.
