This article provides a comprehensive overview of how governments can approach climate adaptation planning, but I'm curious how these proposals account for political inertia and competing priorities. Setting dynamic goals, integrating adaptation across agencies, engaging private actors etc. seem logical in theory. But in practice, many governments struggle to act decisively on climate, often due to vested interests and short-termism. So while these recommendations are sensible, how can public entities realistically shift mindsets to enable such systematic adaptation, particularly in countries where skepticism of climate risks remains high? I think addressing this cultural and political challenge is just as crucial as technical planning.
