According to a new report by the Association for Project Management (APM), the local government sector of the project management profession has grown to contribute £6.18bn of annual gross value added (GVA) to the UK economy, a rise of 6% from £5.84bn in 2019. The Golden Thread Report 2024, commissioned by APM and conducted by PwC Research Services (Pty) Ltd, was published yesterday at a launch event at the Science Museum, in London. Prof (Dr) Adam Boddison OBE, Chief Executive of APM, says: "Our report deepens the view that our profession is the most vital ‘golden thread’ running through all sectors of the economy — driving quality, efficiency and strategic change. Let’s take a closer look at the Logical Framework Approach (LFA). The LFA is an analytical program design and planning tool for objectives-oriented project planning and management. Its roots trace back to the 1970s when it was cultivated for USAID (United States Agency for International Development). Initially developed as a standardised planning model, it has been used across the landscape of bilateral and multilateral international development organisations. The beauty of the LFA is that it has an analytical phase and a design phase. This can be done in a participatory way that takes participants on a journey from a deep understanding of the root causes of the problem to designing conceptually strong projects. This then gets captured as an LFA Matrix or Logic Model. Think of it as the project's DNA, ensuring every component aligns harmoniously. The LFA's strengths lie in its ability to drive systematic, logical analysis of project elements, fostering efficient communication among stakeholders, streamlining administration, and helping to plan project execution. The LFA is either much loved or hated - we like to think that much of the negativity surrounding the LFA is because organisations have tried to complete the matrix without following all the design steps – causing a lot of frustration. Many organisations also use it as a reporting tool - giving it a horrible reputation for being too rigid. We know that the LFA is criticised for being too simplistic, and that in reality projects are messy and complex, and can not be logically predicted. However, as an approach, it does provide a useful model to think through all the programme elements. We recognise the power of the LFA process to deliver on conceptually strong program designs, with indicators, data sources and assumptions baked in from the start. As it can be used as part of adaptive management, the LFA can be revisited at any time in the life of a project. Taking an outcomes-based approached features prominently in every revision of MSP since it was first published in 1999 and more recently in the Construction Playbook, the Value-Toolkit, Project 13, IPA's Routemap and more... 🌍 The UK is not alone in pursuing an #outcomes-based approach. Kofi Annan proposed in 1997 for the UN to place greater emphasis on results in its planning, budgeting and reporting "with the aim of shifting the UN's programme budget from a system of input accounting to results-based accountability". This led to the launch of the Results Based Management (RBM) Framework 1999. 🕰️ Although not new, the desire to move to outcome-based projects is seductive given that delivering outcomes is the very reason for projects and programmes. The OECD - OCDE has published the very important Principles of Public Administration. Many countries use the knowledge collected and disseminated by the OECD, especially by the SIGMA Programme. The Principles consist of six chapters: from #Strategy to Public financial management. All types of public policies – project-based, operation-based, and mixed – owe their efficient implementation to the efficient implementation of public projects. For project-based policies, this is obvious, as they consist solely of projects. But also, to introduce a new operation-based public policy, changes must be implemented in the system of implementing specific services or processes. And the implementation of change is an implementation of a #project. Since mixed policies consist of projects and operations, efficient project implementation is also essential here. I devoted my monthly article on public project management in PM World Journal to analyzing OECD Principles of Public Administration from the perspective of #projectmanagement. I conclude with a proposal to supplement this document with a chapter devoted to project management. It could consist of two principles: one would concern the actions of governments in defining and improving their Governmental Project Implementation System (#GPIS), and the other would concern the efficient implementation of projects by public institutions. In particular, effective Public Project Governance principles should be an integral part of Public Governance in every #state. The inclusion of such principles, due to the significant role that the OECD plays in the development of many countries, could result in a significant improvement in the effectiveness of public projects and, ultimately, in the effectiveness of the implementation of public policies.
